Abstract
Discusses to what extent Council Directive 2003/109 has improved the legal position of EU residents who are not EU citizens. Examines the scope of the Directive as to who can claim its protection, the conditions for those who apply for long term residents' status, and long term residents' rights to social security benefits, protection against expulsion and freedom of movement between Member States. Considers whether long term residents will benefit from equal treatment with EU citizens.
