Abstract
This paper discusses one of the most contemporary challenging issues; it is the challenge of managing the internet, where the traditional legal means have become outdated and invalid for cyber activities. Such activities are conceived as cross -borders activities, while the traditional legal means are very slow - no longer suffice for regulating and managing the fast growing demands of the cyberspace. As individuals have the leading role in the internet governance, the cooperation between the governments and the private actors is seen as and proposed to be a means for managing the internet. Based on real legal case studies disputed on international level, this paper will draw on the legal perspective of cyberspace,demonstre the defects of international law in the field of managing the internet, and identify the relationship between cyberspace and state sovereignty.
