Abstract
Discusses, in relation to a study of the permission requirement undertaken since the reforms following the Bowman Report of 2000, reasons why claimants have been increasingly unsuccessful in securing the permission stage of the judicial review process. Considers the decline in leave or permission to grant, focusing on the reasons behind the decline and the significance in terms of the quality of access to judicial review proceedings. Examines the perceptions of legal claimant and defendant practitioners with regard to the permission process.
